The CERRXIAN 1ft USB A Male to 12V 18W Car Cigarette Lighter Socket is a handy adapter for plugging in low powered 12 volt devices when you only have a USB power supply available.
Testing showed that the output was 11.7 volts with no load, which surprised me. I would have expected more than 12 volts and possibly 13 as 12 volt automotive devices are designed to work on 11.8 to 13.8 volts in general.
Under heavy load, the voltage only dropped to 11.6 volts, so the regulation is good. I think most devices like GPS, dashcam, and low power LEDs will be happy at that voltage.
It did not heat up at all which indicates efficiency and good thermal design as well which was confirmed by the input and output current measurements.
The description is correct in warning that: The converter is 𝐧𝐨𝐭 suitable for car air pumps, electric jacks, car vacuum, power inverter, tire inflator, compressor, Pump, car refrigerator, heated seat, car cleaners and other high-power devices exceeding 18W. Bear this in mind!
Despite the low voltage output, I still think this is a useful device and recommend it at the current price of less than $14.

When it arrived, I came out to the car and connected it to make sure it worked and I thought it worked. We went on a road trip and our GPS died because this converter does not charge. I’ve missed the return window so it will go to Goodwill. Would not recommend.

They don’t put lighters in cars anymore and I ended up getting a device that needed either a lighter plug or to get hardwired into my car. It would have been much neater if I had the talent and time to do the wiring, but alas I don’t. This did exactly what I needed. I have plenty of USB slots in my car so I just dedicated one to this device and life is grand! Really easy to use. Works well.
